Has Axe returned to Dota 2?

On the evening of June 22, the Dota 2 developers restored the ability to select Axe in all game modes.

Instead of the hero’s usual model, a robotic version was added to Dota 2 with a unique set of effects, voice lines, and ability icons, while the selection of cosmetic items remained disabled. The character has a permanent “Hmmmmm” buff.

Earlier, on the night of June 23, Valve released an update that removed Axe and disabled the selection of cosmetic items for him, replacing them with a “missing” poster; however, the character remained available in Captain’s Mode.
